Premiere Pro crasheds while rendering if ANY other programm is running

my premiere pro crashes while rendering/exporting if any other programms are open like firefox, steam, discord - anything really. It only happens once the render reaches about 95% and i don't understand why

it's very frustrating and i would love it if people could help me. It doesn't exactly crash but it freezes and shuts down any other programm that was still running. it will then never reach 100%. IF all other programms are closed the render will succeed.
