Premiere Pro Hanging on Project Creation

Hello,

Just purchased and installed Adobe Premiere Pro 2021. The program launches without fail but whenever I try to create a new project the entire program hangs and becomes unresponsive. Pulled a log from %temp% immediately after I killed it with Task Manager.
