Whenever I Ctrl+I, Premiere loads forever that I have to restart the app and just go for ordinary importing.

Importing by File > Import seems fine, but Premiere hates Ctrl + I for some reason...
This symptom appeared last month. I haven't faced this problem on my early use.

After effects seem to like Ctrl + I.

Mildy infuriating...why is this so?

I'm using 2019.

Btw, other shortcut keys are working. Only Ctrl + I is problematic

Also, check if CTRL+I got remapped to something else, perhaps another window is attemping to open at the same time as the import dialogue and it's causing the crash.

I agree with both other posts. I tried it, I have it mapped to goto in, then changed it to import and it works fine in both cases. In Windows you can assign hotkeys to applications via the shortcut properties, other software like screen capture, OSD programs, etc, so you might need to look even outside of PP.
