Premiere pro is lagging not playback lag just lag and it is also not responsive

So i open permiere and its all gery like the background colour then i click file it all shows up but heres the promblem i click on a piece of clip and it dosent select it i click file then it dose it just lags like that i have tried restarting my computer i uninstalled and reinstalled its never done this before to me and its very annoying so if anyone has a way to fix this problem please help me...

Found out how to fix reset your preferences on permiere (you can do this by holding alt and opening premiere)
