Are you on Windows? Looking at what others have said, one thing to try is a Windows update. The technote below may help:

In the Creative Cloud Desktop App, does Premiere show as installed or is there a Install button to start the process?
If it is installed, you should click the 3 dots in the bottom right of the Premiere Pro box and choose, Uninstall, then restart and the try Install.
You could also try install an earlier version.
There is an install button to start the process.
