Premiere Pro locking up when trying to ADD TRACKS

Any time I try to ADD TRACKS either by drag and drop or right click "Add Track" to my Premiere Pro project the program freezes up on me.

 

I have tried several fixes, nothing seems to work. I created a new project, I reset my preferences and cache, I updated my nVidia drivers, reboot my system. I'm out of ideas. I am coming up on a deadline and I can't use Pr like this....

MY SYSTEM

  • Windows - Win10 Pro x64  19041.685
  • AMD Ryzen 7 1700X Eight-Core 3.40 GHz
  • 64GB DDR4 RAM
  • GeForce RTX2080Ti GPU  nVidia v460.89
  • MSI 370 MB

Using Premiere Pro 14.7.0 (b23)

Try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn't work, try creating a new project and import the old one into it.

I tried all these steps and it still did not work. Premiere still freezes when I try to add a new track.

That seems to have done the trick. Is there any way they can co-exist. I would really love to have access to the effects in the Control Surface (AE Juice) I had.
