Premiere pro - make Closed captions (Transcribe Audio to text)

I'm following the instructions in speech analysis

step 3 it says "To analyze a single track for speech, select the clip that you want to analyze and then click Analyze in the Speech Analysis section of the Metadata panel."

 

but the panal as not button. and no options when i click the clip dropdown. How do I make the button to show up?

I must be missing something

I don't know which set of instructions you looking at. But see this page:

"Speech Analysis" was removed and was only available in PR CC 8.1 and earlier.
