Premiere Pro normalization doesn't seem to be working properly?

With my current project, when I try to normalize audio gain to -3 (or lower) the audio levels are still going high, into the red. I've ended up manually lowering the gain until the levels stop going into the red, but this is a long process because the 'Peak Amplitude' on the 'Audio Gain' window seem to have no relation to the audio levels.

Volume of the clip is set to 0dB. Loudness is not matched using Essential Sounds (doing this had just been making the problem worse). It seems to happen with all of my voiceover clips.I have no idea why, and I didn't have this problem with my previous project.

The image below shows a clip supposedly with peak amplitude -6.6 actually goes into the red when I play it. I don't know what to do to fix this,or I'm just making a very simple mistake which is causing this (I am quite new to this program).

Any help would be appreciated, thankyou.
