Premiere Pro not responding

Hello,

I have a serious problem with my Premiere Pro v14.5 program.

When i have a project loaded and i click on the top left corner on "file" Premiere completly freezes with "No Respond".

This is happening on every project i try working on.

 

I reinstalled the program multiple times also i completly cleaned temp files and media cache and i tryed a cleanup with the adobe creative cloud cleaning tool.

 

My setup should not be the problem atall: Intel Core i9 - 9900k, 32GB Ram, Gtx 1070ti, Win 10 Pro.

Windows and Premiere are installed on an Nvme SSD drive.
