Premiere Pro Running in the Background and Won't Let Me Uninstall

I have been having trouble with my Premiere Pro.  I have been trying to export a video and it freezed at 1%. It's comletley frozen and wont make any progress or let me exit out without closing it. So I figured I would uninstall and reinstall to see if that would help. But now when I go to uninstall it says its still open and running, which it is not. I have shutdown and restarted a few times but it always says its running. The task manager doesn't show it running either.

Any ideas as to how this can be fixed?
