Premiere proxy files not working?

I know the proper way to create a proxy file.   I don't need a how to video.

here is a video someone posted here voicing the exact same issue.  You can watch him create a render file with a watermark on it, confirm that the high res tile is "connected to it" in the metadata and the proxy file Does Not work.

Please don't tell me that it's this procedure or that.  Watch the video.  This is an Adobe bug we want fixed please ! 

anyone else Still not able to work with proxy files ?   If so comment here.   This is absolutely unacceptable Adobe.
