Premiere using only 15% of the renderer

Good afternoon, I think my rendering performance is a little strange. 
I have a Ryzen 5 2600 processor and an RX 570 4GB video card.
Regardless if I render the video using Premiere or Media Encoder,
they end up using 100% of the GPU and only 15% of the processor.
I'm a little worried because I bought a Ryzen 7 3700X to improve rendering and if it continues,
the processor won't even be used in rendering as it should. The GPU acceleration option is checked,
however, I tested it on 2 friends' computers (also with this option checked),
and on one of them it used 100% of the GPU and processor,
on the other computer it used 100% of the processor and 0 % of GPU.
I'm confused, can someone help me?

It depends on the GPU and CPU and how you setup Premiere Pro. The video might be worth watching. I opt to use Intel's Quick Sync.
