Premiere will not start

I've uninstalled, used Adobe's CC Cleaner, updated graphic drivers and rolled them back, nothing.  They both just crash, usually requiring a hard restart of my computer.

It freezes at AEXD.aex

After Effects will not work now, either.

I've already lost a day now, where is the fix??

(posting a new thread as there seem to be so many with the same/similar problem and no fix that I can find (that workds))
