Premiere won't update files that were modified

Hello everyone, I have an issue which was not happening before.

I use a video template that anyonw can download at start working on. When the english version of it is complete; it gets sent to translation. 

The video it self si composed of several screenshots made to look like a screen capture video.

When anyone in another language needs to translate the video, they simple take new screenshots and replace them on the project folder. So, when you load Premiere, it will load the translated images instead of the english ones and the video will be mostly translated.
This is not the case any more, we had to go image by image, setting them as offline and then linking the translated image 1 by 1. 
I cleared the cache for premiere manually, but still nothing. Any help?

Also, Premiere is asking some people to link files that are located on the same folder as the project (not even within subfolders.)
