Preset Effects Bin in Different Language

Any ideas on why one of my preset effects bins is in what looks like Russian? All of my other folders (and other folders and windows, etc) are in English. I cannot (of course) delete nor edit the name of this bin either. Thanks.

Trashing the preferences didn't see to eliminate the "Russian" language on the presets folder.

Next step would be reinstalling and use cleaner tool.
