I seem to remember that there was a faster like draft preview render quality and a slower higher quality preview render, I need to change it but doggone if I can't find where that is!

Not precisely, it's a manual change. Check Sequence > Sequence Settings and change the editing mode to Custom (top entry, scroll up), then you can change Video Previews to what you like. Does that help?
