Radeon GPU Not Being used

recently I've noticed that when using premiere pro my GPU is not even under load only my CPU gets used, this has been an ongoing issue for me as I have had to minimize on effects that bring down my product quality. is there anything I can do about this

Specs:

CPU: Ryzen 5 1400

GPU: AMD Radeon RX560

Ram: 16 GB

SSD: 250GB

HDDS: 3* 1TB Drives

Your card is not on the list of recommended cards so there is not much we can say to guarantee performance. 

Any effects you use need to be GPU acceleration enabled in order to take advantage of GPU:
