Good Day.

When reconnecting RED source to the proxy files in Premiere the start timecodes are off by a couple frames.

Screenshot in Premiere.
As you can see the ProresLT proxy start timecode is correct but the Source R3D is off by 8 frames

Were the proxies created in Premiere?

What RED camera are these from? Check the Edge Timecode vs the Absolute timecode in RedCineX. Does one or other match the offset? Probably not this but its worth looking for diagnostic purposes.
