Remove heat waves from video (attached)

Hi everyone!

 

Does anyone know how to remove heat waves from a video?

 

I tried Warp Stabilizer and it didn't work for this issue.

 

Is there a way to, say, stabilize the video in reference to a single frame, even if some data is cropped from the sides?

 

If anyone has an answer, please share it with me.
