Rendering with GPU accelerated 4x slower than Software only

Hello everyone, 

I rendered in Adobe Encoder the same porject. Software only was 4x faster than with CUDA: 

1 - with GPU accelerated (CUDA) = 12min27s

2 - with software only = 3min59s

Computer info: 

Processor: intel Core i9-7940X CPU @3.10Ghz (14core)

RAM: 32GB

GPU: Nvidia GeForce GTX 1080 

Disk for scratch and cache = SSD

Disk for the footage etc - HDD

 

Is this normal?
