Resizing all elements at once while maintaining the their size in relation to each other?

I've been working on a video using webinar footage and I created it in a 1920 x 1080 frame. There's lower thirds and some animated text and clips from a film they are discussing. I now need to down size everything so that there's a frame around everything. So still 1920 x 1080 but all footage, animation and text must be within in a smaller frame.

 

Anyone know a quick way to highlight everything in each section and downscale them at the same time while maintaining their size in relation to each other?
