Saving workspaces when using multiple monitors

I use Premiere on 3 monitors and utilize all 3 for the application. I created a custom layout and saved it. While Premiere saves the different windows when I open the app from a saved project the app places all windows on one page, forcing me to create my layout repeatedly. Hopefully, I'm doing something wrong to not have the app open in the layout that I saved it. Can anyone tell me if the app can't do this?
