Scale to frame without it zooming in or black bars

Hi there,

I have a video in 3840 x 2160 and I need it to be 1920 x 1080

When I scale/fit to frame, it comes up as much smaller with black bars around it.

If I try to make the video fit the whole screen, it's zoomed in. As this is an exercise video, I need to be able to see the whole image.

The sequence settings and all of the other clips are 1920 x 1080, it's just this one video that I can't seem to make work. 

Please advise, I feel like I'm being totally dumb here.

Does the 3840x2160 video have black bars embedded? That resolution should scale perfectly into 1920x1080.
