Hi. I have added our logo image to a video in premier pro and im trying to re position the image. The image needs resizing as its too large and when i scale the image down to below 67%, the image disappeas and a black box replaces the image.
Any help would be really appreciated

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.
If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site.
If that doesn't work, try creating a new project and import the old one into it.

What file format is the image?
As a work around, what happens if you scale a duplicate to the 67% size in Photoshop, Illustrator or After Effects and then place that in Premiere Pro (so that the duplicate is now at the desired size at the source footage level)?

I have this issue too with one image. I can't scale it without it disappearing. when i play it still shows up but when i try to edit eg change position, it disappears.
same with a duplciate. same with a resaved image of a differnet format jpg-> png

Quick Fix:
Precomp the Image (might not be necessary)
Make sure the layer with the Image a 3D layer.
If you don't see that 3D icon, try pressing on *Toggle Switches / Nodes* in the bottom left

Forgot to add at the end, change the scale of the 3D precomposed layer.
