Settings menus don't fit on screen in Windows

I am using Premiere Pro in Windows 10 and whenever I open the Sequence Settings or any other long settings page it doesn't fit on the screen.

Your screen probably does not meet minimum requirement 1280x800.

My screen is set to 1920x1080.

Change scale to 100%.

Try changing the 150% to 100%.

My scale is 100% and my monitor is 21.5 inches, still same issue
