Hi folks.

I have a 3.2 Mb video (MP4, landscape, 1.5 minutes long, 640 x 358 pixels). I shortened it to 60 seconds, and cropped it to landscape (200 x 358 pixels), but exported video size is 7.2 mb. Why is this?

I chose Format: H.264

Preset: Match Source - High Bit Rate

What settings should I use so that the exported video size is less than the original?

Thanks in advance.

You need to lower the bit rate. You can do that manually until you reach the desired file size estimate.
