should captions stay within title safety?

Just involved in doing a dvd a blu-ray for a documentary from the 80's and I'll be doing the captions.   Building the captions in Premiere 2021, and then jumping thru some hoops to bring them into Encore.  I see Encore sits them right on title safety with descenders dipping below by a bit.  Been doing a fair amount of googling about this issue and can't find a definitive answer.  Figured someone here might now.  I'm guessing if and when we need to do an output for broadcast/cable we'd have some particular issues and would prefer to avoid these now rather than having to reinvent the wheel down the road.
