Slow performance with good PC

I have many slow performance on all creative cloud soft, but i have a good pc

Ryzen 7 3700x

1080 GPU

SSD

32GB RAM

Just for experience, I have downloaded a pirate copy of Premiere, and he works very very well, I see that official premier dont use my cpu correctly ( 9% maximum ) but the crack use like 70%. How to fix it ? I pay for edit on the official version not a crack. This is insane that crack works better than official version ..
