Smooth video in Source Panel, choppy video in Program Panel

Hi all, editing RED footage in PremierPro on a 16inch 16GB RAM 1TB Macbook. We have proxy files in 720p in place for all footage. We were editing on a brand new Mac but had to return and are now working off of a 2019 model, same specs.

When moving to the new Macbook, we have had no trouble playing footage in the Source Panel, syncing audio to the video in a sequence, and playing this sequence in the Source Panel. But when we try to play out our sequences in "Program", the video becomes extremely choppy, even if we move from Full to 1/4 or 1/8. Again, we are using proxy files and all proxy files are attached.

Overnight, all peak files generated but we are still having the same issue. Before that we tried rebooting the hardware and PremierPro. I am admittedly not the most experienced editor, but it's very confusing that the footage plays smoothly in Source but not in Program.
What is going on and how do we fix this? Any help or suggestions would be greatly appreciated.
