I am simply wondering how to make sure my videos sync to the cloud since they are not currently. I have checked the setting to make auto-saves sync to cloud, but no videos are in my cloud.

Auto Save is only saving your project file, not the videos. You need to backup your videos yourself, Premiere doesn't do it.
