System Error Upon Launch of Premiere Pro

When clicking "open" in creative cloud to launch Premiere Pro, nothing happens. I searched through the search bar of Windows 10, and Premiere Pro came up, so I launched it that way ... the follow error came up, reading:

"The code execution cannot proceed because VCRUNTIME140_1.dll was not found. Reinstalling the program may fix this problem." 

I have uninstalled and reinstalled from creative cloud thrice. Can anybody help with this issue, as I literally just paid to use this app and its not launching?

We're sorry to hear about this. Have you tried updating the Microsoft Visual C++ Redistributable package and checked if it's working properly?
