Thumbnail creation causing 100% CPU usage in 15.0 & 15.1 (Threadripper 3970x) PLEASE FIX!!

PPRO 15.1 is using 100% CPU during thumbnail creation when opening a project, causing dropped frames and eventually BSOD. This has been happening since 15.0 but doesn't happen while using 14.9. This happens regardless if I migrate a project from 14.9 to 15.1 or if I start a new project in 15.1. The second I import any media to the 15.1 project, CPU usage goes to 100% and the program is basically unusable. Video comparing 14.9 and 15.1 opening project below.
