Time Remaping and trouble to set keyframes for speedramps

Hi community.

I was looking for some tutorial about time remaping expecially to train for speedramps. Nevertheless for some reasons im not able to set keyframes on the sequence where i want to speed or lower part of it. I am on a computer and even tried to toogle "ctrl" key which should allow me to have a "+ "on the timeline to set the keyframes.

Do u guy have an idea of what could be wrong, cauz i'm almost sure i had follow the process on tutorial.

Please check the time remapping stop watch in the Effects Control panel and make sure that is selected (blue). If not click on the stop watch.
