Track Locking Issue with Premiere Pro 14.7

Not sure where to put this. 

1) Opened a project

2) Locked a video track

3) Made a few small edits

4) exported mp4

5) click to the New/Open button, video track stays locked

if you go back individually it unlocks just fine.
