I've seen mention of a function called moveToTrack in the QE API, but I don't know how to use it (what arguments it takes, etc).

I'm trying to write a script for my studio that will group dialogue tracks together in a single (or more, if there's overlap) track, for better organization in the timeline.

This means moving them around from other tracks.

Is there any way to do this?

Yep; QE DOM remains unsupported, and not recommended.
