trying to export as 4 track mono??

trying to export dnxhq thin raster mxf for broadcast compliance, i have 3 mono tracks on my timeline, that need to export as 3 discreet audio tracks on the same video file. however i can only get tracks 1 and 2 to show up. 3 is silenced. i toggled "4 track mono channels" in export settings, but i am still not getting 4 discreet mono tracks on my exported file. am i doing something wrong???
