Unable to disable Project Lock, .prlock file keeps getting created

New Here ,

Unchecked the "project lock" in Collaboration settings. It keeps getting re-enabled.

Able to delete .prlock file for a project but it keeps getting recreated when trying to open project.

Now PP crashes on opening. Crashes when attempting to "copy" project via the Production window.

Open to suggestions.
