Unable to Edit on Premiere Pro

I'm sure I am most likely doing something very wrong, however, I can't figure that out. As you will see in the screenshot I don't even have the regular bar of options (Assembly, Editing, Effects, etc.) and I don't know why. I was able to get the ability back to edit for a while after I uninstalled the Premiere Pro v.14.9 after I updated to v.15.0 but now back to the same problem. I should also add that I updated Premiere yesterday so I have only been experiencing this problem temporarily. I appreciate any help at all.
