Unable to Edit Speed/Duration

I'm trying to slow down one layer of a clip I've put together. I went into Speed/Duration to edit the speed, but for some reason the element is unclickable. Additionally, I'm not able to access the dropdown menu for Time Interpolation. Does anyone know how to fix this problem and access these features?

If the layer is a still or adjustment layer it does not have speed,  just duration.

if that layer is linked with other layers and you only selected the one layer you might be running into problem where your selected clip is unable to change (duration, etc.) without also including the linked stuff ?

Maybe nest those clips and then apply change to that nest ?
