unable to use premiere pro on a high end pc!

3 days ago i have upgraded my pc to get the latest R9 5900x along with rtx 3070 and 32 gb of ram 

so i can handle 4k raw footage on Pr

and then i run pr to find out that i can't even play a normal 1080 video on it.

the timeline when i press the play button keeps lagging and going back and forth with no explanation !

I would love to get help on this as am doing edit for living, and curently i can't use it

Delete the Media Cache and Media Cache files:

If that doesn't work,try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try Preferences > Audio Hardware and set Input to None.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean install of the latest Studio Driver (NOT the Game Driver).

If that doesn't work, try creating a new project and import the old one into it.

A BIOS update and GPU driver update might work. That being said ASIO4ALL might help depending on your audio hardware.

Turn off g-sync in nvidia control panel. Turn off all unnecessary background apps, like epic games launcher, steam, discord, etc. They may conflict with Premiere pro.
