UNDESCRIBABLE ISSUE. CRAZY COLORS

I can't describe this in any way that will make it clear.  I do think it's just this one project I'm working on.  I tested with other projects and can't duplicate the issue.

DxDiag specs below.  RTX 2080 8gb

There's nothing to read.  The export settings are the default "HQ 4K".

You likely overdone some color effect, turn them off one by one, and you will find the source of it

That doesn't make sense.  Why then can I see it perfectly in the timeline?  I also exported a perfect copy just prior to the Pr2021 update, then after I was forced to create a "***-1" save file, only then did it happen.
