A day ago whilst working on my laptop, I found that the controls in Lumetri would freeze, and become unresponsive. Likewise, if I added RGB curves, I could not adjust them, or even minimise the effect in effect controls. This is on an adjustment layer.
Now today on my desktop, I have the same problem, but on a completely different project. I am running stable video drivers on both devices (Nvidia studio drivers on my laptop).
Desktop specs: RX480, 32gb ram, Windows 10 Pro, Ryzen 1700X.
Laptop Specs: RTX 2060, 32GB ram, Windows 10 pro, Ryzen 7 4800H.
The footage on my desktop is 10 Bit Sony Slog 3, the footage on my laptop is 10 Bit UHD GH5 footage.
The rest of Premiere works ok. It's just that effects can't really be changed, all of a sudden.
This either a Windows Issue, or a Premiere CC 2021 issue. I am using V15.1.0 (build 48) on both devices.
I am leaning towards it being a Premiere CC2021 issue,
Most likely caused by nested audio.
Test by copying timeline, delete all nested audio and try the effects.

The first step with odd oddness is typically trash preferences, and dump your cache/cache database files. If that doesn't work ... have you tried updating to 15.2, or rolling back to 15.0? Or re-installing 15.1?

Hi! Thanks. I restarted the app on my laptop and the problems persisted, but when restarting on my desktop they went away. I did try trashing preferences. Going to keep an eye on it.

Oh ... yea, nested audio has at times been causing oddness of late. What the hay?

Interesting, I will keep this in mind if the issue resurfaces. Thanks Ann
