Video clips in premiere stuttering and freezing

I'm having a very odd issue. Im using clips that i donwloaded off the interenet to make a video. They look fine when i preview them but then when I add them to the timeline they will randoml start stuttering or weird static will appear over parts of the clip. Also, when i trim a clip back, a single frame from the previous clip will appear in the trimmed back part of the clip. Any idea why this is happening??

Basically, all videos from online platforms are VFR (variable framerate) files. To avoid this and other issues transcode it to CFR (constant framerate). Some of the tools that can help: Handbrake, ffmpeg, avidemux, build-in windows editor.

Many users are having issues with VFR. If the file is variable frame rate, use Hand brake to convert to constant frame rate:
