Sometimes when I download videos from Google Drive, it only saves the audio in Premiere Pro. Most videos that are uploaded from iPhones come out as the .MOV format, which sometimes doesn't save the video and only saves the audio. But, for some reason, sometimes when I drop it into Premiere it has both the video and audio like it should. I have no idea why sometimes it does and sometimes it doesn't work.

iphones record with a variable frame rate which premiere has problems dealing with and it's hard to predict how the issue will manifest itself.  The safest thing to do is to use Handbrake to convert to a constant frame rate.  (I'm actually doing that right now on a project that was shot on... an iphone). 
use mediainfo to determine whether your source is variable or constant frame rate

If it was shot on an iphone, it'll be variable frame rate
