Video flickers backward and forward

Hello

I am doing some basic editing. Suddenly one file, and only this file, starts flicking backward and forward every second. (Cannot upload a video but there is a link to Youtube clip that shows what is going on.

Running Windows 10 (64)

Nvidia GeForce RTX 2060

32Gb Ram. 

 

I have already tried the basics for fixing stuttering. Any help is appreciated.

If the footage is variable framerate convert to constant framerate with Handbrake before bringing into Premiere.
