Video glitching randomly even when exporting

Help!! I am trying to edit a video but only one video i downloaded from youtube keeps having visual glitches. This isn't the first time its happened. its always in different spots everytime I replay it, and its even in the export. I tried to change the rendering option but that did nothing. Youtube video must be in .Mp4. And premire pro now uses Hardware Accelerated decoding for Mp4 video which might the reason of this glitches. So go to > Preferences > Media >  Enable Hardware Accelerated decoding (uncheck this) and reimport the video in premiere pro and see it playbacks fine.

 

Or 

 

May be the variable frame rate using causing the issue in playblack so convert your youtube video into constant frame rate using video converter i.e. Handbrake before importing into the premire pro.
