Video is jerking after rendering

Hello, 

I just edited my first Video, it was a highlight from a Streamer. 
I downloaded the video file and while working with it, I noticed some frames randomly jerking. I had no problems with my fps but randomly the whole screen just jerks. You can even see it in the yt video here:

just look at 0:02 it keeps on happening.

 

I now even get those jerks in other videos like my LinkedIn Learning Course too here you can see it.

Try this: Preferences > Audio Hardware => No Input, if not help it's likely VFR (variable framerate) source to blame

thanks for the answer, but the audio hardware was already at no input.

And it also cant be a problem with the source since I got it from a Guide off of LinkedIn Learning. 

Any other solutions?

 since I got it from a Guide off of LinkedIn Learning -  don't be so sure, use MediaInfo tool to check. Regardless of that, you can also try to disable Preferences > Media > hardware accelerated decoding', and set renderer to 'sotfware only'
