Video is laggy and freezing after a few seconds of playback

I recently tried importing some clips to start a project for a client and immediately when I played back the clips before adding any effects they were a bit laggy and then would freeze a few seconds into each clip. I could find any fix in premiere pro for it so I went back to my downloads folder on my computer to see if it was just a problem with the clips and found that when I played each one back, there was a black screen for a few seconds but it would still play the audio, so when the video would start  playing, it was out of sync with the audio by a few seconds and then by the last few seconds of the clip, the audio would already have ended. I'm not sure what's causing this because the clip are fine in google drive before I download them, but still after redownloading them multiple times, they still turn out how I explained above immediately after downloading them. Premiere seems to sync up the audio and video when I import the clips somehow, but then just freezes a few seconds into the playback for some reason. I will link the file after right downloading and after exporting from premiere pro so you can better understand what it looks like. Any ideas on what might be the problem would be greatly appreciated!

Many users are having issues with VFR. If the file is variable frame rate, use Hand brake to convert to constant frame rate:
