Video quality goes down in the program panel compared to the source panel

I am taking a clip and creating a new sequence from that clip, and I render it and also have playback resolution set at full for both the source and program panels. However, when I look closely and compared the video quality of the video played in the two panels, although subtle, it's clear to me that the video in the program panel is more "fuzzy" and noisy than the smoothness in the original source panel. Why is this? Shouldn't they be exactly the same, given that I created the sequence from the clip and I have playback resolution set at full?

Click on the wrench in the program monitor and choose "high quality playback", is it the same now as the source monitor?
