Video rendering poor quality

Can someone please help me? My video looks great and sharp and high quality in premiere pro, but when I render it it looks much lower quality. It looks blurrier and just generally lower quality.

 

This is what the video looks like rendered:

And this is it in premiere pro (the frames are just a milisecond apart, hence the slight differences in his gesturing):

I'm not very technical so any help would be GREATLY appreciated. Thank you!

Turn off max render and hardware encoding and try again.

I tried turning off max render, but I'm not seeing the option anywhere to turn off hardware encording?

Expand the export settings window.

Scroll down to Encoding Settings.
